Gym is unlocked after defeating the Boss of the 3rd Floor, Aron. You go there once a day, give advice to the Prisoners or Guards who visit. as Fledder noted, same place for all edicts, office phone, select the fort level 3, and there are a set of edits for the gym
Does anyone know how to mod the plugins to get the enemies to always blush for the strip show private dance?
Apparently it can make wanted prisoners easier, but you'll probably never notice a difference. The gym is implemented extremely poorly and is generally a waste of time unless you're actually looking for sex.

I'm no expert on the meta of this game, but I can tell you the dom/sub parameters are meaningless. They all lead to the same abilities and there is no real dominatrix playstyle. She gets cock kick and that's about it.
